He bravely challenged a well-known politician for the fifth District and won as representative from 2019 to 2022. More than P5 billion worth of infrastructure projects, including new bypass and diversion roads, barangay roads, bridges, flood control structures, covered courts and social halls, multi-purpose and school buildings, irrigation repairs and canals, were all completed during his tenure as chairman.

Employment opportunity opened its door for 10,000 job opportunities because of the first ever economic zone created in Eastern Pangasinan under his watch.

More than 6,000 students at the University of Eastern Pangasinan, a school owned and run by LGU Binalonan, benefited from scholarship grants under CHED-UNIFAST, demonstrating his continued belief that education is a crucial instrument in fostering national development.
