Board Member Apolonia De Guzman Bacay is the chairman of the Committee on Economic Affairs and Ways and Means and the vice-chairman of the Committee on Inter-local Government and People’s and Non-Governmental Organizations Relations.

Prior to joining the Sangguniang Panlalawigan, she served as a city councilor in Alaminos city for six years. She also worked as a Legislative Staff for 13 years.

Board Member Bacay attended Malimpin Elementary School for her elementary studies. She studied at Malimpin National High School for her secondary education. For her college studies, she went to Pangasinan State University, Lingayen Campus.
