Board Member Vici Munda Cruz Ventanilla heads the Committee on Appropriations and the Committee on Environment, Natural Resources, and Energy. He is also the vice-chairman of the Committee on Agriculture and the Committee on Housing, Land Utilization, and Agrarian Reform.

Prior to his election as a board member of the 3rd district, he served as a city councilor in San Carlos City, Pangasinan.

Board Member Ventanilla was born on January 17, 1976. He attended Central Elementary School in San Carlos City for his elementary studies. He went to Speaker Eugenio Lopez Perez National Agricultural School for his secondary education. For his collegiate studies, he pursued his Bachelor of Science in Computer Science degree from the Virgen Milagrosa University Foundation.
