The Pangasinan Provincial Jail (PPJ) is headed by Provincial Government Assistant Department Head (PGADH) who is directly responsible for the supervision and control the administration and operation of the provincial jail.

The PGADH is a former member of Philippine Constabulary (PC) Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) with a total of thirty-four (34) years in active service and retired with the rank of Police Lieutenant Colonel (SG 25). He was assigned into a different places and positions such as: Investigator both criminal and administrative cases, Chief of Special Operations Group of Bulacan Provincial Police Office, Criminal Investigation and Detection Group (DIDG) Provincial Officer, Chief of Police, Admin Officer, Fiscal and Budget Officer, among others which fits him for the position to run and manage the PPJ.

From the time that Retired PLTCOL LOVELL U DALISAY assumed the post, the following were his notable accomplishments:

• No recorded data of escape, riot and death (except natural cause) among PDL.

• No Contempt Order was issued to PPJ due to 100% compliance to court orders.

• Health and Wellness of PPJ personnel and PDL was prioritized.

• Cleanliness and sanitation at PPJ perimeter were maintained and sustained.

There were all achieved due to the relentless and continuing efforts of PGADH in constantly reminding his men to always adhere to the BJMP Operations Manual 2015 and other existing laws, rules and regulations affecting our Office.
