Atty. Baby Ruth Fermin Torre hails from San Carlos City, Pangasinan. She was born on September 9, 1976, to Engr. and Mrs. Fernando Torre Jr. and Judith Fermin Torre.
She possesses a strong educational background, having obtained her Bachelor of Laws degree from the School of Law at Saint Louis University in Baguio City in 2005. Prior to her legal studies, she completed a Bachelor of Science in Accountancy at the same university in 1997. With her educational background and expertise in both accounting and law, she is well-equipped to provide comprehensive legal services to her clients.
Before she assumed her current role as the Provincial Legal Officer, Atty. Baby Ruth Fermin Torre is a private legal practitioner. She worked as a Senior Partner at Samson Torre Arenas Montemayor & Associates Law Office in San Carlos City, Pangasinan, specializing in litigation law. Additionally, she has served as a part-time Law Instructor at the College of Law, Lyceum Northwestern University in Dagupan City, Pangasinan, since 2011.
Atty. Torre has also worked as a Legal Aid lawyer for the Integrated Bar of the Philippines, Pangasinan chapter, since 2007. Her expertise has been recognized, and she has been invited as an expert lecturer in various organizations. Notably, she conducted Career Enhancement webinars as a lecturer for the National Police Commission (NAPOLCOM), Regional Office, La Union in July 2021 and for the Philippine Coast Guard K9 Force in September 2021. Moreover, she served as a part-time Law Instructor at the Bachelor of Science in Business Administration program at Pangasinan State University from January 2010 to June 2021. Prior to that, she worked as a Junior Partner at Bautista Limbos Torre Law Office in Dagupan City from 2007 to 2010. She also gained teaching experience as a part-time Instructor at the Asian Institute of E-commerce, where she taught Bachelor of Commerce courses from January to September 2007.
Moreover, Atty. Torre actively participates in various professional affiliations and civic organizations. She served as a Trustee for the Philippine International Center for Conflict Resolution, Inc. (PICCR Inc.) from July 2019 to December 2022. She held key positions in the Integrated Bar of the Philippines (IBP), Central Luzon Region, including Deputy Governor from July 2017 to June 2019, Regional Secretary from July 2015 to June 2017, and from July 2013 to June 2015. She was also actively involved in the IBP Pangasinan Chapter, serving as President from April 2015 to March 2017, Vice President from April 2013 to March 2015, Director from April 2011 to March 2013, Treasurer from April 2009 to March 2011, Appointed Director from July 2008 to March 2009, and Mandatory Continuing Legal Education Coordinator from April 2009 to March 2015. Lastly, Atty. Torre is a member of the Philippine Institute of Arbitrators, Inc. (PIArb).
In recognition of her dedication and achievements, she has received several non-academic distinctions and recognitions. She was commended through a Letter of Commendation issued by CG COMMO Nelson Torre of the Philippine Coast Guard K9 Force on September 17, 2021. Additionally, she was awarded a Certificate of Recognition by the 25th Board of Governors of the Integrated Bar of the Philippines on July 27, 2021. Moreover, she was honored with the “Kampeon ng Region” award by the Regional Juvenile Justice and Welfare Center (RJJWC), DSWD, Region 1. Furthermore, she received the distinction of being the first San Carlenean awardee as IBP Pangasinan President, recognized by the local government unit of San Carlos City, Pangasinan.
With her educational background, extensive experience, and notable achievements, Atty. Torre continues to excel in the legal profession, serving her clients and contributing to her community and her fellow Pangasinan.
