Engr. Alvin L. Bigay is the Chief of the Provincial Housing and Urban Development Coordinating Office. He is a graduate of the University of Luzon (formerly Luzon Colleges) with a degree in Civil Engineering. Ever since he took on the role of chief of PHUDCO in 1995, he was able to accomplish a lot of feats most notably in the delivery of decent housing for the underprivileged in Pangasinan.

Under the helm of Engr. Alvin L. Bigay, the PHUDCO received awards such as the Plaque of Commendation from the DHSUD “in recognition of a strong institution and catalyst for the provision of adequate and affordable housing, inclusive human settlements and well-planned communities for every Pangasinanse family and the Plaque of Commendation from the DHSUD recognizing the meritorious role of PHUDCO in providing decent housing and well-planned communities during the celebration of National Shelter Month in 2022.
