Luck did not bring Ms. Annabel Terrado Roque this far – perseverance, diligence, dedication, and by the grace of God brought her this far.

On July 22, 2022, Ms. Annabel Terrado Roque was appointed as the new Provincial Social Welfare and Development Officer (PSWDO). With over 23 years of experience as a social worker, she brought valuable contributions to her role. She has previously served as a Municipal Social Welfare and Development Officer of LGU Binalonan, HR designate of Urdaneta District Hospital, medical social worker of Asingan Community Hospital, and a part-time instructor at the College of Social Work of Urdaneta City University, making her a well-rounded service provider professional advocating for holistic development and practicing participative leadership.

Most of Ms. Roque’s years in the government service were working passionately with the disability sector that laid the foundation for inclusive, barrier-free, and rights-based programs and services for persons with disabilities in the province which she considers her prime contribution and achievement.

Ms. Roque was born on December 9, 1974 in Binalonan, Pangasinan. She is married to Henry Sarmiento Roque, a Pastor of the United Methodist Church (UMC) at Artiston West, Asingan, Pangasinan whom she found comfort, love, and calmness. They are blessed with one child pursuing a Bachelor of Science in Social Work studies.

She obtained her bachelor’s degree in Social Work (1998) at Saint Louis University in Baguio City. She holds a master’s degree in Social Work (2011) at the University of Northern Philippines, Vigan City, and a master’s degree in Development Management (2012) at Pangasinan State University, Urdaneta City.

As a social worker, Ms. Roque is well-prepared for life’s constant changes and ready to engage in social service initiatives. She is passionate in making a positive impact on the lives of vulnerable individuals, groups, and communities. Her goal is to strengthen basic social relationships, fostering mutual adjustment between individuals and their social environment for the benefit of individuals and society. She serves as a learning service provider for psychosocial support and interventions, and a training facilitator in leadership management, and team-building activities.

Ms. Annabel Terrado Roque’s struggle is no secret. She had a challenging journey and never dreamt of success – she worked hard for it and will continue to share her passion to touch lives and empower groups and communities bringing honor and glory to God Almighty.
