The Management Information Services Office (MISO) is being led by its most Senior Officer, Ms. Norie S. Balan, Information Technology Officer II and presently designated as Officer-in-Charge of MISO.

Ms. Balan is a resident of Alcala, Pangasinan, married with 2 children. As to her qualifications, she is a graduate of Bachelor of Science in Computer Science in 1991 at AMA Computer College, now AMA Computer University, in Project 8, Quezon City.  She finished her Master in Development Administration in year 2000 at the Graduate College of Don Mariano Marcos Memorial State University, City of San Fernando, La Union as one of the scholars of the Civil Service Commission in their Local Scholarship Program.  She also a Civil Service Eligible

Prior to her entry in government service, Ms. Balan was a former Computer Instructor at Virgen Milagrosa Educational Institution in 1993.  It was in March 1995 that she started her government service first as contractual employee and got a regular position as a Computer Programmer in that same year.  In September 2014, she was promoted to the position of Information Technology Officer II.

As to her accomplishments, she initiated the development of several application systems in the Provincial Government upon her entry in government service.  She was also the Project Team Leader in the provincewide implementation of the Real Property Tax System (RPTS) Project that started in 2010.   She also recommended the redesigning of the Real Property Tax System into a version that would meet the requirements on the needed processes and reports of the Provincial Assessor and Municipal Assessors.  This was realized in 2020 when the Pangasinan Real Property Tax System (PaRTS) was formally launched and installed to the different municipalities of the province, replacing the Integrated Taxation Management – Real Property Tax (iTAX-RPTA). System

With the new trust given to her by the present administration, Ms. Balan continues to lead MISO with bigger and better working goals for the different services it provides.   She sees to it that all of the services being requested from the different offices and hospitals in the provincial government is being delivered efficiently and all the instructions/orders from the top management are being addressed immediately.  Through her leadership, internet infrastructure has been put in place in the whole Capitol Complex making sure that every office has a stable internet connection.  Also, with her initiative, all the Fourteen (14) hospitals under the provincial government will soon be having their exclusive internet connection that will propel faster communication and sharing of data among these hospitals.  It also in her stint that local area network installation and configuration to requesting offices is properly implemented.  She also sees to it that repair and scheduled maintenance services to all ICT equipment is being provided to all offices and hospitals.  The multimedia services which is an additional function to MISO, is now being catered to all requesting offices, local government units and also to non-government organization.

Ms. Balan cannot do all of these just by herself but she is very thankful that all MISO staff are very cooperative and performs the function of each staff with excellent results.
