Pangasinan MSMEs prepare for Manila FAME 2024

Lingayen, Pangasinan—In preparation for the upcoming Manila FAME, a product presentation and product development activity was conducted on August 5 at the Provincial Training and Development Center 1 (PTDC 1) here.

The undertaking was aimed at finalizing the Micro, Small, and Medium Enterprises (MSMEs) who will join the Manila FAME 2024 and briefing them on the possible product design development with the help of the Design Center of the Philippines (DCP).

As such, the DCP team assisted some 13 MSMEs in the evaluation and assessment of their products and will conduct factory visits of identified MSME exhibitors, product development, as well as booth designs and construction, scheduled from August 6–8.

The 13 participants include Crafter’s Joy Cornhusk Products; Kawayan Nature Eco-Friendly Products Training; Ilokana Handicraft; Deswordzman Metal Crafts; Bandulf Industries; DOREVI Industries; Cassidy’s Souvenirs; Laoang Loofahcraft; Denmark Candle; CSFirst Green Agri Industrial Development Inc.; Aguinaldo Interiors; E-Kawayan Factory; and the Farmers Development Agricultural Association.

This is Pangasinan’s second participation in the global trade show. The awesome potential of Pangasinan’s artisans was initially unleashed through the World Trade Expo in 2023, while the local culinary pioneers made their mark during the International Food Expo 2024.

Dr. Arlyn Grace V. Guico, Founding President of Project Abound, the project’s prime mover, said that they are looking forward to an even more fruitful collaboration this year after the resounding success of Manila FAME last year.

As her piece of advice to MSMEs, Dr. Guico was quoted saying, “As you embark on your venture, always remember to have our Lord, Jesus Christ, with you by keeping Him in your heart and seeking His guidance. He provides everything—even ideas, skills, knowledge, wisdom, and more—to success, so start rightly your story now.”

Wrapping up her message, she congratulated and thanked the consolidated force of government and non-government agencies for standing in solidarity to empower the artisans and food technologies in Pangasinan.

Meanwhile, Vice Gov. Mark Ronald Lambino assured the provincial government and the governor’s commitment to ensure that Pangasinenses will be provided with the opportunity to improve their lives.

“Kami po na inyong lingkod bayan, andiyan po yong obligasyon naming magsilbi, mag provide ng mga programa at proyekto sa ating mga kababayan, pero hindi natin pwedeng kalimutan na hindi lamang po puro ayuda o infrastructure projects and ibinibigay sa kanila kundi, tayo rin po dapat ay nagbibigay ng suporta upang sila mismo ang makatayo sa kanilang sariling mga paa,” the vice governor said.

On the other hand, Gov. Guico, who was represented by Provincial Legal Officer Baby Ruth F. Torre, conveyed the province’s support for the engagement of MSMEs as major drivers of the economy.

It can be recalled that after the success of the Manila Fame and International Food Expo, which signaled the green light to brighter opportunities for various local entrepreneurs, the governor sought the establishment of the Pangasinan Trade Center (PTC).

Through the PTC, Gov. Guico foresees not only success for MSMEs but economic prosperity and sustainability for the province, leading to the realization of becoming an investment hub.

DTI Provincial Director Natalia Basto-Dalaten, 3rd District BM Sheila Baniqued, DCP Project Manager Nicole Carmel D. Obong, and department heads from the various provincial government offices, among others, graced the undertaking.

Pangasinan to receive farm machinery,post-harvest facilities for its corporate farming program

LINGAYEN, PANGASINAN—The Sangguniang Panlalawigan (SP), in its regular session on August 5, approved a resolution authorizing Governor Ramon V. Guico III to execute a Memorandum of Agreement (MOA) and Deed of Donation with the Philippine Center for Post-Harvest Development and Mechanization (PHILMECH) for the provision of various farm machinery and post-harvest facilities in support of the province’s Corporate Farming Program.

Authored by SP Member Nicholi Jan Louie Sison, the resolution stated that agricultural mechanization and adoption of post-harvest technology will improve farm work efficiency, help maximize yield, reduce post-harvest losses, and maintain product quality, resulting in increased yield and profitability.

Corporate farming is the brainchild of Gov. Guico. It was implemented to enhance food production and make farming a profitable and sustainable economic enterprise in line with the national government’s food sufficiency thrust through the Masagana Program for Agriculture.

“Pangasinan’s Corporate Farming Program Convergence Strategy endeavors to demonstrate food production cost efficiency through a farm consolidation approach, increase production yield by optimum utilization of production inputs, farm machinery, and the adoption of a package of technologies (POT), and rekindle the Bayanihan spirit among agriculture stakeholders, particularly LGUs and farmer cooperative associations (FCAs),” the resolution disclosed.

The agricultural provisions included in the Deed of Donation include one unit of a four-wheel tractor; one unit of a rice combine harvester; two units of riding-type mechanical transplanters; six units of walk-behind transplanters; two units of rice mills; and two units of a mechanical recirculating dryer.

Provincial Agriculturist Dalisay Moya said 23 municipalities are now involved in corporate farming. At present, about 685 farmers and 25 farmer cooperatives are benefiting from the program, which now covers about 650 hectares of agricultural land.

PHILMECH is an agency attached to the Department of Agriculture (DA), which is mandated to implement projects geared towards agriculture modernization and post-harvest technology development through the Rice Competitiveness Enhancement Fund (RCEF).

Pangasinan fetes Heritage Ambassador 2024

Lingayen, Pangasinan—Binmaley beauty Miss Patricia Anne Nichole Bangug, who was crowned “Heritage Ambassador 2024’ during the recently concluded Miss Pearl of the Orient Philippines Beauty Pageant held at the Tanghalang Pasigueno last July 27, was awarded a plaque resolution by the Pangasinan Provincial Board on August 5.

“The Province of Pangasinan takes immense pride in celebrating the exceptional achievements of its representatives in the world of pageantry, who exemplify beauty, intelligence, and cultural heritage on both the national and international stage, the resolution, authored by Board Member Haidee Pacheco, partly stated.

Miss Bangug, who was previously crowned Bb. Binmaley 2019 and Limgas na Pangasinan Turismo 2019 is the daughters of Diosdado and Mirasol Bangug.

Expressing her gratitude to Governor Ramon V. Guico III, Pangasinan First Lady Maan Tuazon-Guico, Vice Governor Mark Ronald DG. Lambino, and the entire provincial board, the beauty queen stated that it is her advocacy to promote the ‘cultural tourism’ of Pangasinan at the national level.

Pangasinan District Hospitals recognized as among Northern Luzon’s Best Newborn Screening Facilities (NSF)

Lingayen, Pangasinan—The Province of Pangasinan’s commitment to excellence in health services and the healthcare system was again vividly reflected following its recognition as among Northern Luzon’s Best Newborn Screening Facilities in Region I in the 2nd Quarter of 2024.

Newborn Screening Facilities (NSFs) are the health facilities conducting sample collections for newborn screening.

Newborn screening is a special test that helps identify babies at risk for certain conditions. Before every baby goes home from the nursery, the baby’s blood sample is collected in five circles on the newborn screening card, called a dried blood spot (also called DBS) sample. The DBS is used to test for a specific group of conditions.

The top performing newborn screening facilities were Don Mariano C. Verzosa Memorial Hospital and Western Pangasinan District Hospital for Northern Luzon’s Best in Collection Age Levels 1 and 2 (Government Category); Eastern Pangasinan District Hospital and Mangatarem District Hospital for Northern Luzon’s Best in Dried Blood Spot Levels 1 and 2 (Government Category), respectively.

These are achievements or recognitions that reflect the team efforts of the provincial government, serving as an inspiration to push for quality health services for the well-being of more than 3 million Pangasinenses.

In addition to the province’s accolades, the following RHUs were likewise recognized for their significant contributions to newborn screening efforts in different categories:  Rural Health Unit (RHU)—San Nicolas and City Health Office—Alaminos City for Northern Luzon’s Best in Collection Age Primary Care—Government; Bani Birthing Home and Angeles Birthing Home in the town of Rosales for Northern Luzon’s Best in Collection Age Primary Care—Private; Senor Sto. Nino Hospital-Bayambang Branch for Northern Luzon’s Best in Transit Time Levels 1 and 2 (private); Region I Medical Center for Northern Luzon’s Best in Dried Blood Spot Level 3 (government); Nazareth General Hospital and Medical Centrum Dagupan for Northern Luzon’s Best in Dried Blood Spot Levels 1 and 2 (private); RHU-Asingan, RHU-Infanta, RHU-San Quintin, RHU 1-Bayambang, and RHU-Malasiqui Birthing Facility for Northern Luzon’s Best in Dried Blood Spot, respectively.

Gov. Guico earlier stated that his administration sets its sights on investing in health to make Pangasinan a healthy province.

Pangasinan to host 8th International Conference for Children and Young Adults Librarianship

LINGAYEN, Pangasinan—Preparations are underway for the upcoming four-day 8th International Conference for Children and Young Adult Librarianship (ICCYAL), slated for October 1-4, 2024, at the Sison Auditorium here.

The Provincial Government of Pangasinan, in partnership with the National Library of the Philippines (NLP), is set to host the conference anchored on the theme “ICCMI: Libraries and Community are Co-Partners in Advancing Exemplary Children and Young Adults Library Services.”

The conference aims to showcase children and young adult libraries within and outside the country that were able to adapt quickly and efficiently implement their programs and services geared towards addressing the current state of these libraries.

It also aims to advocate the important role of libraries for children and young adults in the advent of technology and service enhancements; develop and sustain connections and collaboration between library organizations and other institutions and stakeholders having similar or related visions and missions for children and young adult libraries to adapt quickly to the changing needs and demands of clients.

Further, it will serve as an opportunity to draw regular book allocation, particularly from the NLP’s affiliated public libraries, and establish a centralized platform where librarians and officials can personally select, inquire about, and engage with publishers, thereby consolidating a wide array of available materials for potential library acquisitions and recognizing deserving librarians, officers-in-charge, and library service.

In line with this, the provincial government, through the Provincial Library headed by PGADH/Provincial Librarian Ma, Cynthia Encarnita F. Vila, along with representatives of various provincial offices, met on August 1 for the initial preparations and tap offices for tasks and activities.

Concerned offices include the Provincial Tourism and Cultural Affairs Office (PTCAO), the Human Resource Management and Development Office (HRMDO), the Pangasinan Information and Media Relations Office (PIMRO), the Management Information Services Office (MISO), the Provincial Engineering Office (PEO), the Provincial Health Office (PHO), and the General Services Office (GSO).

Reneir Lois B. Enriquez, an administrative aide who presided over the meeting, disclosed that some 400 to 450 international delegates and participants from Australia, Indonesia, Singapore, and Malaysia, among others, are expected to attend.

Gov. Guico, DOH-CHD1 ink partnership for healthier Pangasinan

LINGAYEN, PANGASINAN—Governor Ramon V. Guico III will sign a Memorandum of Agreement (MOA) with the Department of Health (DOH)-Center for Health Development 1 for the implementation of the 2024 Healthy Settings Program for Healthy Communities.

This developed after the Sangguniang Panlalawigan (SP), in its regular session on July 29, approved a resolution that gives authority to the governor to enter into and sign a MOA.

Authored by SP Member Shiela Marie F. Baniqued, the resolution stated that the 2024 Healthy Settings Program for Healthy Communities will be implemented in Pangasinan through the provision of technical and financial assistance by the Department of Health (DOH) through the Center for Health Development 1, to assist the province in initiating and establishing health promotion programs.

“In the implementation of the 2024 Healthy Settings Program for Healthy Communities, it is the objective of the Provincial Government of Pangasinan and the DOH to further improve and sustain an efficient and effective health care delivery system in the province through health promotion initiatives designed to ensure that the environments wherein individuals live, learn, and work are promotive and protective of health,” the resolution disclosed.

Hence, the resolution cited that “the Ilocos Center for Health Development will be providing financial assistance of P1,499,990.00 to the Province of Pangasinan for the expansion of the ‘Key Assistance for Developing Adolescents (KADA) to various provincial government hospitals to address social barriers surrounding adolescent sexual and reproductive health through the establishment of a network that will strengthen existing adolescent-friendly health facilities.”

Pangasinan intensifies immunization program

LINGAYEN, PANGASINAN—The Sangguniang Panlalawigan (SP) approved Provincial Ordinance No. 2024-67 on July 29 to fully realize the 8-Point Action Agenda on Health dubbed “Ligtas, Dekalidad, at Mapagkalingang Serbisyo” and bolster Pangasinan’s immunization program.

With Board Member Dr. Shiela Marie Baniqued as the main author, the ordinance aimed to institutionalize the National Immunization Program (NIP) Reaching Every Purok (REP) strategy, implement intensified efforts, and attain the ‘Primary Care Tracer Performance Indicators by 2028 of Fully Immunized Children’ to 95% from 69.83% in 2023.

“The Province of Pangasinan pursues a comprehensive healthcare approach with emphasis on preventive healthcare services by adhering to Republic Act 10152, otherwise known as the Mandatory Infants and Children Immunization Act of 2011, which mandates compulsory basic immunization services for infants and children five years old and below,” the ordinance stated.

To help accelerate efforts globally, a “Big Catch-Up” initiative was launched in 2023, wherein a coordinated effort was made to support countries in planning and implementing intensified efforts through a three-pronged approach as follows: 1) Catch-up. Reaching children who missed vaccination during the years 2020–2022, including the 2019 zero-dose and under-immunized children; 2) Restoring immunization programs. Restore vaccination coverage in 2023 to at least 2019 coverage levels, and 3) strengthen immunization systems within primary health care to improve program resilience and resume the IA2030 goals and targets.

As disclosed in Article 2, Section 2, of the ordinance, the Province of Pangasinan has set its sights on ensuring the general health and well-being of all its constituents and communities by protecting the people from “vaccine-preventable diseases” by directing all local government units (LGUs) to implement the REP strategy.

Immunization coverage has been decreasing over the years, with the World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF) recognizing the Philippines as one of the countries with the highest number of unimmunized children.

As such, the REP strategy will be institutionalized at all levels of health implementation to include data disaggregation and analysis; the conduct of rapid convenience monitoring; making and reviewing the LGU map; making a micro plan with local leaders; session planning and conduct of immunization outreach activities; working with the community and tracking defaulters; and monitoring and self-check. A bottom-up process for formulating the barangay, municipality, city, and provincial microplans will also be established.

“The Mandatory Infants and Children Health Immunization Act of 2011 (RA No. 1052) mandates the state to take a proactive role in the preventive health care of infants and children by adopting a comprehensive, mandatory, and sustainable immunization program for vaccine-preventable diseases for all infants and children,” the ordinance cited.

Pangasinan warmly welcomes newly-crowned Miss Multinational Philippines 2024, Nikki Buenafe

LINGAYEN, PANGASINAN—Governor Ramon V. Guico III and Vice Governor Mark Ronald DG. Lambino, members of the provincial board, heads of various offices and hospitals, as well as employees, welcomed Miss Multinational Philippines 2024 Nikki Buenafe on her homecoming to Pangasinan on July 29.

Buenafe was crowned Miss Multinational Philippines 2024 during the grand coronation night for Miss Philippines World last July 19 at the Mall of Asia Arena.

Governor Guico, in his speech, expressed heartfelt gratitude to the newly-crowned beauty queen for bringing honor to Pangasinan. He likewise thanked Buenafe’s mother for raising a beautiful and intelligent young lady whose beauty is beyond aesthetics but resonates with purpose as well.

The governor likewise commended the Limgas na Pangasinan executive committee, spearheaded by its chairperson, First Lady Maan Tuazon-Guico, who took charge of rebranding the province’s mother of all pageants.

“It is my fervent wish that Pangasinan will continue to produce more beauty queens in the future,” Mrs. Guico said as she disclosed that under the present administration’s watch, Limgas na Pangasinan has gained stature as a world-class pageant for Pangasinense women.

As a token of appreciation, the executive and legislative branches of the provincial government awarded the lovely queen a plaque of recognition and a plaque of resolution, respectively.

“The Sangguniang Panlalawigan recognized the combination of the Filipina beauty queen’s positive attitude and the strong determination of Miss Buenafe to bring home the crown to her fellow Pangasinenses,” the SP resolution partly stated.

Thanking her fellow Pangasinenses and the people behind her recent success, Buenafe encouraged young ladies to come out of their shells and keep chasing their dreams, just as she did.

Prior to Buenafe’s title as Limgas na Pangasinan 2023, she was crowned Binibining Binmaley in the same year. She will represent the country and the province in the international competition for Miss Multinational World in India in December 2024.

HRMDO welcomes CSC Central Office Validators

Lingayen, Pangasinan: Despite suspension of work in the provincial government due to the unfavorable weather conditions, the CSC Central Office Validators/Audit Team arrived on July 25 for the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM): Conversational Onsite Monitoring of the Provincial Government of Pangasinan (PGP).

Human Resource Management and Development Officer Janette C. Asis welcomed them at the Capitol Resort Hotel.

“Ang direction na sinusundan namin is aligned with the Civil Service PRIME. Habang ginagawa namin lahat ng programang ito, totally achieved namin, kasi kayo po ang nagbigay ng criteria/direction ng pagtahak namin sa PRIME-HRM, which will help us to really achieve our objective to be a PRIME and to be a quality office in the Provincial Government of Pangasinan,” Asis said as she expressed gratitude to the team.

‘I am looking forward to any information or feedback na pwede naming maidagdag sa aming journey for the 3rd and 4th level ng aming accreditation sa PRIME-HRM.’

She further said that they have created a Provincial Learning and Development Institute that will conduct and offer trainings not just for employees of PGP.

CSC Audit Team Leader Dario R. Espe provided an orientation and overview of the activity.

Espe said that the activity was a conversation about the PRIME-HRM journey and the sharing of good practices of the PGP in their journey towards level 2 accreditation and, hopefully, level 3.

‘Ako’y nakikiusap to be very generous in sharing your journey, para meron po tayong mabitbit na packets of excellence,’ Espe said.

PGP was awarded a Certificate of Accreditation for the revalidation of its Level II Accredited Status under PRIME-HRM, pursuant to CSC Resolution No. 1301386, thereby granting authority to take final action on appointments.

Moreover, there was a Certificate of Recognition for obtaining Maturity Level II in Recruitment, Selection, and Placement; Performance Management System; Learning and Development; and Rewards and Recognition as a result of their determination and invaluable efforts to promote excellence in their agency through efficient and effective public service delivery.

The Civil Service Commission then conferred to the Provincial Government of Pangasinan the (PRIME-HRM) bronze award.

The provincial government, through HRMDO, was compliant with the PRIME-HRM maturity indicators, including the processes, programs, and projects performed and managed by the province for its employees, which were attuned to the CSC requirements.

Pangasinan continues to undertake relief operations, medical assistance, and post-disaster monitoring

LINGAYEN, PANGASINAN—The Provincial Government of Pangasinan (PGP) undertakes a series of relief operations starting Thursday, July 25, for Typhoon Carina-stricken communities.

With the Provincial Social Welfare and Development Office (PSWDO) at the forefront of relief operations, family food packs and hygiene kits were initially distributed on July 25 to some evacuees in four evacuation centers in Mangatarem and one evacuation center in Labrador. Joining the relief team in Mangatarem town were 2nd District Board Member Philip Theodore Cruz, the Provincial Health Office (PHO) team led by Dr. Cielo Almoite, and the Provincial Disaster and Risk Reduction Office (PDRRMO).  A total of 120 family food packs and 335 hygiene kits were distributed.

On its second day of relief operations, the team distributed 40 family food packs and 135 hygiene kits to two evacuation centers in Aguilar, while 30 family food packs and 120 hygiene kits were distributed to six evacuation centers in Lingayen. All evacuees were served hot meals through Guicosina.

In the municipalities of Bautista and Mangatarem, the PHO gave medicines.

Meanwhile, the PDRRMO led by Ret. Col. Rhodyn Luchinvar Oro continuously conducts post-disaster monitoring and gathers updates regarding the effects brought by Super Typhoon Carina in Pangasinan.

As stated in the PDRRMO 11AM situational report on July 26, the province incurred over P91 million worth of damage to infrastructure and more than P8.8 million worth of damage to agriculture.

Typhoon Carina exited the Philippine Area of Responsibility (PAR) yesterday morning (July 25), but continuously enhanced the southwest monsoon, which caused moderate to heavy rains over the western section of Luzon.

Due to heavy rains and flooding, Governor Ramon V. Guico III ordered the suspension of classes at all levels as well as work in government offices all over Pangasinan on July 25. On the following day, suspensions were carried out for classes at all levels, both public and private. Eight LGUs, on the other hand, declared suspensions of work in government offices due to flooding.

As per the report of the PDRRMO, a total of 214 families, or some 827 individuals, were sheltered during the onslaught of the heavy rains in various evacuation centers in Bani, Alaminos City, Labrador, Infanta, Mangatarem, Sison, Urdaneta City, and Burgos.

The water level at San Roque Dam as of 5 a.m. of July 26  was posted at 239.06 masl. The spilling level is 280 masl.

As of press time, all national roads are passable to all types of vehicles, while four barangay roads are not yet passable to any type of vehicle.

PHO intensifies campaign against dengue

The Provincial Health Office (PHO) is intensifying its health campaign following the rise in dengue cases in Pangasinan.

Dr. Anna Ma. Teresa S. De Guzman, provincial health officer, said that PHO has recorded 1,111 cases and eight deaths from January 1 to July 22 this year. This is higher compared to 926 cases and five deaths recorded in the same period last year.

Municipalities and cities under the PHO watchlist are Lingayen, which has the highest recorded dengue cases with 210; Bayambang (85); Bugallon (79); Urbiztondo (75); San Carlos City (71); Binmaley (55); Mangatarem (53); Labrador (49); and Calasiao (35).

Meanwhile, the eight reported deaths were traced in the towns of Lingayen (5), Sual (1), Binmaley (1), and San Carlos City (1), respectively.

The PHO, together with the 14 provincial government-run hospitals, has further intensified its preparedness, prevention, mitigating measures, and health campaign, particularly on the 4S (Search and Destroy Mosquito Breeding Sites; Self-Protection Measures; Say No to Indiscriminate Fogging; and Seek Early Consultation).

Dengue insecticides were also provided for fogging and misting.

PHO likewise conducted consultation meetings and collaboration meetings with various stakeholders, particularly barangay officials, and enjoined the environmental and vector control program managers for the ‘Brigada Eskwela’ to ensure the protection of students, especially with the upcoming opening of classes.

“Kasama din po sa mga ginagawa natin ay yung patuloy na pag conduct ng Blood Mobile donation,’ yun pong ating ‘Blood Letting’ program kasi naghahanda kami at nag-iimbak tayo ng safe and quality blood para kung sakali man na may mangangailangan ng dugo, meron tayong makukuha or may magagamit ang ating mga kababayan,” Dra. De Guzman added.

Symptoms of dengue include fever, headache, muscle and joint pains, swollen glands, pain behind the eyes, rash, nausea, and vomiting, among others.

Aedes aegypti is a day-biting mosquito that causes dengue or hemorrhagic fever, affecting primarily the vulnerable groups, which are children aged five to 15 years old.

Young Pangasinense filmmakers bag “Magic Film Award” in Busan, South Korea

LINGAYEN, PANGASINAN—The Provincial Government of Pangasinan (PGP) takes pride in congratulating the Special Program in the Arts students of Alaminos City National High School (ACNHS) for bagging the ‘Magic Film Award’ in the recently concluded Busan International Kids and Youth (BIKY) Film Festival held in Busan, South Korea.

Made official through a Provincial Resolution that was authored by Sangguniang Panlalawigan Member Carolyn D. Sison and approved during the regular session of the provincial board on July 22, it was disclosed that said students won the prestigious award for their short film entitled “Peymus.”

“The award-winning film ‘Peymus’ was also adjudged the Best Film in the Ready Action 18 International Category during the said film festival competition,” the resolution stated, adding that the SPA students of ACNHS likewise presented another short film entry entitled ‘Ti Bisikleta Ni Arong’, which was directed by Branded Josh Domingo and clinched the Top 10 in the Ready Action 15 category.

Hence, the resolution further stated, “Both films produced by the ACNHS are the only Philippine films that made it to the said international film festival.”

For this, the provincial board, on behalf of the provincial government, expressed its full support to the young filmmakers for bringing honor to Pangasinan.

Held from July 10 to 14, 2024, the Busan International Kids and Youth Film Festival has showcased 45 films out of 465 entries by different productions and filmmakers from 34 countries around the world.

BIKY is an international film festival for the young generation that serves as an international hub for kids and youth films.
