Board Member Noel Cera Bince chairs the Committee on Laws and Ordinances and serves as the vice chairman of the Committee on Rules, Privileges, and Ethics, the Committee on Good Government and Accountability of Public Officers, Justice and Human Rights, and the Committee on Human Resources and Development, Labor and Employment Concerns.

BM Bince started his political career when he was elected as the Barangay Captain of Brgy. San Pedro West, Rosales Pangasinan in 1982. In 1986, he was appointed as secretary to the OIC Mayor. He was also appointed as the assistant provincial prosecutor of Pangasinan in 1987. He served as deputy provincial prosecutor and acting provincial prosecutor of Pangasinan from 2010-2016.

Board Member Bince was born on February 27, 1955, in Rosales, Pangasinan. He was the younger brother of the late Board Member Alfonso Cera Bince Jr. He attended Rosales Central Elementary School for his elementary studies. He then went to Rosales National High School for his secondary education. For his college studies, he pursued a Bachelor of Arts in Political Science degree from the University of Pangasinan and a Bachelor of Laws (LL. B.) degree from Far Eastern University, Manila.
