PLt. Col. Lovell U. Dalisay is a former member of Philippine Constabulary of the Armed Forces of the Philippines and the Philippine National Police, serving for a total of 34 years.
He retired with the rank of Police Lieutenant Colonel. As police officer, he was assigned in different places and held positions, such as: Investigator for both criminal and administrative cases, chief of special operations group, Criminal Investigation and Detection Group provincial officer, chief of police, among others.
From the time he assumed the post as head of the Provincial Jail, he accomplished the following:
• No recorded escape, riot and death (except natural cause) among the persons deprived of liberty (PDL)
• No Contempt Order was issued to the provincial jail due to 100 percent compliance to court orders.
• Health and wellness of provincial personnel and PDL was prioritized.
• Cleanliness and sanitation at provincial jail perimeter were maintained and sustained.
