Dr. Rose passed his licensure examination in August 1991. He started his professional career as a Medical Officer III in 1993 and became Chief of Hospital at Umingan Community Hospital from 2007 to 2020.

In 2021, he was the Chief of Hospital of a Public Health Hospital. However, from January 2022 to the present, he holds the position of Chief of Hospital 1 at the Pozorrubio Community Hospital.

He attended various learning and development intervention training programs, such as the Post Graduate Internship Program conducted by Jose Reyes Memorial Medical Center; the 13th Annual Newborn Screening Convention (National Institute of Health); the 69th Annual National Convention Philippine Hospital Association (Philippine Hospital Association); the 70th Annual Convention Philippine Hospital Association (Philippine Hospital Association); and Performance Management Team Training ( Provincial Government Office), among others.
