Ms. Dolores U. Vinuya had been working in the provincial government in the last three decades.

Because of her exceptional skills in accounting and management, Ms. Vinuya had held several leadership roles in government and in professional organizations.

She is the adviser of the Pangasinan League of Local Budget Administrators Inc., and a member of the Board of Trustees of the Association of Local Budget
Administrators Inc. in Region I.

Ms. Vinuya finished Bachelor of Science in Commerce, major in Accounting at the University of Pangasinan in Dagupan City. She has earned 21 units in the masteral program in Development Management at the Pangasinan State University Open University System in Lingayen, Pangasinan.

She was born on February 28, 1968, in Quezon City.
