Ms. Dalisay A. Moya joined the government service as Artificial Breeding Technican under the Office of the Provincial Agriculturist of the provincial government in February 9, 1987.

In 1990, she was promoted to Agriculturist I, then as Senior Agriculturist the following year. After 12 years, she was Agricultural Center Chief, and in 2005, she became Assistant Provincial Agriculturist. In 2018, she took her oath as Provincial Agriculturist of the Provincial Government.

She is a registered Agriculturist and a Civil Service Professional eligible.

Ms. Moya won the prestigious PAGASA Award from the Civil Service Commission Honor Awards Program in 2016. She received the award from then President Rodrigo Roa Duterte.

Ms. Moya was born on September 8, 1962 to Mr. Artemio A. Aquino and Ms. Juana L. Madrono in Barangay Angio, San Fabian, Pangasinan.

She is married to Mr. Isaias T. Moya of Barangay Amamperez, Bayambang, Pangasinan.

She earned her primary education at Angio Elementary School, where she was consistent honor student in every grade level. She graduated as First Honor.

At the San Fabian National High School in San Fabian, Pangasinan, she graduated First Honorable Mention.

Ms. Moya finished Bachelor of Science in Agricultural Engineering at the University of the Phillippines in Los Banos, Laguna.

She has also earned 48 units in Master of Public Administration at the University of Luzon in Dagupan City.
