Engr. Alvin L. Bigay studied at the University of Luzon (formerly Luzon Colleges), where he finished Bachelor of Science in Civil Engineering.
Ever since he became chief of the Provincial Housing and Urban Development Coordinating Office (PHUDCO) in 1995, he was able to accomplish a lot of feats, most notably in the delivery of decent housing for the underprivileged in Pangasinan.
Under his leadership, the PHUDCO received awards from the Department of Human Settlements and Urban Development (DHSUD).
One is a Plaque of Commendation for PHUDCO’s role in the “provision of adequate and affordable housing, inclusive human settlements and well-planned communities for every Pangasinense family.”
Another Plaque of Commendation was for PHUDCO’s meritorious role in providing decent housing and well-planned communities during the celebration of National Shelter Month in 2022.
