The Sangguniang Panlalawigan (SP) in its web-based/online session on May 31, has approved a resolution authorizing Governor Amado I. Espino III to enter into and sign a renewal of Memorandum of Understanding (MOU) with the Cultural Center of the Philippines (CCP) for the continuous establishment of the Kaisa Sa Sining (KSS) Regional Art Center in the Province of Pangasinan.
Sponsored by SP Member Margielou Orange D. Humilde-Verzosa, Provincial Resolution No. 2421-2021 stated that “CCP recognizes the need to establish and further strengthen its linkages and cooperation with local organizations in order to broaden public participation in the arts and bring its programs and services closer to the people in the regions.”
Hence, the resolution stressed: “there are at present several educational institutions and local organizations in the regions that already have existing structures, programs and facilities that can very well support and sustain various arts and cultural events and activities.”
“CPP through its Cultural Exchange Department (CED) has resolved to fortify a dynamic partnership with prominent educational institutions (EI), and non-government organizations (NGO) and local government units (LGUs) in Luzon, Visayas and Mindanao as one of its strategies to fulfill its cultural mission,” the resolution added.
It can be remembered that the CPP launched Kaisa Sa Sining (KSS) network in 2014 which established CPP’s active regional-satellite partners in the country and formalized its cooperation as the CPP’s Regional Arts Centers (RACs) thru a three-year MOU that outlined the specific areas of its partnership.
“The CPP through KSS aims to establish and/or further strengthen CCP’s linkages and cooperation with regional EIs, NGOs or LGUs in order to broaden public participation in the arts, promote and showcase artistic excellence and facilitate dynamic collaboration between and among the RACs,” the resolution said.
As stipulated in the MOU, the CCP and the Provincial Government of Pangasinan will mutually function according to specific terms and conditions. (/Ruby R. Bernardino)
