SP greenlights MOAs with 2 P’sinan energy corps

Sangguniang Panlalawigan okayed two Provincial Resolutions, 511-2021 and 5122021, permitting Governor Amado I. Espino III to ink Memorandum of Agreements with the Team Sual Corporation and TeaM (Philippines) Energy Corporation, and San Roque Power Corporation.

Said Provincial Resolutions were both authored by SP Member Liberato Z. Villegas and were approved during the 69th Regular (Physical) Session of the 10th Sangguniang Panlalawigan on June 7.

More so, the newly-passed resolutions stated that the MOA signings shall be made “for the implementation of all projects to be funded under the Department of Energy, Energy Regulations 1-94 in the Province of Pangasinan.

Said objective was supported by the Section 5 (i) of the Republic Act No. 7638 otherwise known as the Department of Energy (DOE) Act of 1992 which declares that the DOE shall devise ways and means of giving direct benefits to the province, city or municipality, especially the community and people affected, and equitable preferential benefit to the region that hosts the energy resource and/or the energy-generating facility.

Hence, the Province of Pangasinan is one of the designated beneficiaries for the Team Sual Corporation and TeaM (Philippines) Energy Corporation, and San Roque Power Corporation and related facilities to which the DOE had been remitting a share of the Development and Livelihood Fund (DLF) and Reforestation, Watershed Management, Health and/or Environment Enhancement Fund (RWMHEEF) pursuant to the Rule 29 of the Electric Power Industry Reform Act of 2001 or the EPIRA Law.

More so, the said energy corporations shall provide financial benefits to their designated beneficiaries amounting to one centavo per kilowatt-hour (P0.01/kWh) of the total electricity sales of the generation facilities.

It is also mentioned in the resolutions that the purpose of such rule was “to accelerate socio-economic development and to have more effective and efficient utilization of the funds and to enforce the immediate provision of benefits to host communities.”

Meanwhile, the date of the MOA signings are yet to be determined by the Provincial Government and the other parties.

It can be noted that the two said resolutions’ full titles were as follows: “Authorizing the Honorable Governor, Amado I. Espino III to enter into and sign a Memorandum of Agreement with Team Sual Corporation and TeaM (Philippines) Energy Corporation for the implementation of all projects to be funded under the Department of Energy, Energy Regulations 1-94 in the Province of Pangasinan” and “Authorizing the Honorable Governor, Amado I. Espino III to enter into and sign a Memorandum of Agreement with San Roque Power Corporation for the implementation of all projects to be funded under the Department of Energy, Energy Regulations 1-94 in the Province of Pangasinan”
