SP endorses establishment of temporary holding facilities to confine asymptomatic PUIs for completion of 14-day quarantine period

March 28, 2020

The Sangguniang Panlalawigan supports the possible establishment of temporary holding facilities (half-way house) for the completion and compliance of the 14-day quarantine period for asymptomatic patients under investigation (PUIs) in the province.

To formalize this, the provincial board passed Provincial Resolution No. 333-2020 during their special session on March 27.

The Provincial Government of Pangasinan will establish a temporary holding facility which will serve as a place of confinement for PUIs hospitalized for ten (10) days and are about to be discharged for lesser signs of Coronavirus Disease 2019 (COVID-19).

The establishment of a temporary holding facility forms part in the contingency plans of the provincial government to address the present health crisis and in compliance to the Department of Health (DOH) 14-day quarantine protocol for all asymptomatic PUIs who are initially admitted in the provincial government hospitals.

The resolution, which was authored by Board Member Jeremy Agerico B. Rosario and co-authored by all members of the board, states: “It is the intention of the Provincial Government of Pangasinan that the PUIs who have been confined for ten days at the hospitals and are about to be discharged for lack of COVID-19 symptoms shall be transferred to an isolated temporary holding facility/hospital extension at any provincial government facility located in the province of Pangasinan.

Based on the report of the Provincial Health Office (PHO), as of March 27 (7PM), there are eight (8) confirmed cases of COVID infections in the province with three (3) deaths and an increasing number of PUIs and a number of which were already discharged, as well as persons under monitoring (PUMs).

“It is the desire of the provincial government to allay the fears of the PUIs families and the barangays where they reside by the completion of the 14-day quarantine period under the direct supervision of the PHO,” the resolution also reads.

The resolution also assured that during this period of public health crisis caused by COVID-19, the health and safety of the people of Pangasinan is of the paramount concern of the provincial government.
