SP approves resolution authorizing Gov. Espino to enter into MOU with DOLE-RO1 for implementation of GIP

The Pangasinan Provincial Board has approved a resolution that authorizes Governor Amado I. Espino III to enter into and sign a Memorandum of Understanding (MOU) with the Dept. of Labor and Employment—Regional Office 1 for the implementation of the Government Internship Program (GIP) in the Province of Pangasinan.

Authored by Sangguniang Panlalawigan Member Angel M. Baniqued Jr. during the online/web-based session on November 15, the resolution disclosed that “the proposed agreement between the Provincial Government of Pangasinan and DOLE-Regional Office 1 is executed to set forth the duties and obligations of the parties with respect to the implementation of the program in the Province of Pangasinan.”

As noted in the resolution, the national government has been determined in defining its role to help the local government units in the application of policies, programs and projects to generate more jobs for the youth and reduce poverty in the countryside.

“The Government Internship Program (GIP) is a continuing program of the department of Labor and Employment (DOLE) that aims to provide employment to poor/indigent and young workers,” the resolution stated.

As such, the DOLE-GIP “desires to give internship opportunities for Pangasinense-applicants to obtain work experience in government agencies and offices at the local and national levels,” the resolution added.

Under the MOU, the duties and responsibilities of DOLE-RO include the following: 1) provide a number of intern/s available to handle the required tasks and duties as requested by the GIP Partner Agency; 2) process and pay the stipend/allowance of the intern equivalent to the highest prevailing Regional minimum wage for the services rendered; 3) process and pay the enrolment of the Group Personal Accident Insurance (GPAI) of the intern to the GSIS; 4) adopt a scheme/method in processing the payment of the intern’s stipend/allowance using any mode/form most efficient and/or expeditious for the intern’s benefit; 5) issue and transmit the standard identification card/ID of the intern as beneficiary of the DOLE-GIP to be used in claiming their stipend/allowance.

In addition to applicable labor rules and regulations, the GIP partner agency shall perform various tasks, as follows: 1) ensure the intern will not be exposed to any hazardous undertaking/s specifically provided under the Anti-Child Labor Law and other pertinent laws relevant thereto; 2) submit to DOLE-RO No. 1 the daily time record of the intern at least two days before the 15th and 30th of the month for the processing of payment of the intern’s allowance; 3) submit a report to the DOLE-RO No. 1, a complete and/or updated record of all the interns assigned in their office/department. A special report shall be submitted to the DOLE-RO No. 1, in case of intern’s voluntary termination prior to the completion of the six-month internship agreement, specifically stating the reasons for such termination. The report shall be duly signed by the immediate supervisor of the intern/s.
