Pangasinan Provincial Government Confirms Key Appointments of Two Seasoned Engineers

LINGAYEN, Pangasinan—The Pangasinan Provincial Government has confirmed the appointments of two seasoned engineers to key positions, further strengthening its leadership team.

Officially confirmed by the Sangguniang Panlalawigan on November 24 were Engr. Rowena V. Ignacio and Engr. Alvin L. Bigay, as department heads of the Provincial Planning and Development Office (PPDO) and Provincial Human Settlements and Urban Development Coordinating Office (PHSUDA), respectively.

Engr. Ignacio, a Civil Engineering graduate with over 30 years of experience in development planning, has been instrumental in shaping Pangasinan’s development agenda. Meanwhile, Engr. Bigay, also a Civil Engineering graduate from the University of Luzon (formerly Luzon Colleges), has driven the province’s housing initiatives with almost four decades of dedicated public service, including the Pambansang Pabahay para sa Pilipio Program (4PH). Under his leadership, PHSUDA has received awards from the Department of Human Settlements and Urban Development (DHSUD) for its outstanding work in providing decent and affordable housing.

Key responsibilities of Engr. Ignacio as Provincial Planning and Development Officer are as follows: formulating integrated development plans and policies for the province, providing technical assistance to component local government units in preparing development plans, and evaluating development programs and projects, among others.

As PHSUDA chief of office, Engr. Bigay’s key responsibilities include overseeing of housing program implementation, policy development to support housing development and urban planning, providing technical assistance to LGUs, among others.

With their confirmation, Engr. Ignacio and Engr. Bigay are poised to support the ‘Pangasinan Ang Galing!’ agenda under the leadership of Governor Ramon V. Guico III.
