Efficient gov’t service intensifies in Pangasinan

Human Resource Management and Development Officer Janette C. Asis bared that the Province of Pangasinan is one of  the country’s first local government units (LGUs) to submit certificate of compliance to the Anti-Red Tape Authority (ARTA) for efficient delivery of government service.

“Isa tayo sa mga naunang probinsya na nag-comply at magsusubmit sa Authority Office of the President. Iyon ay isang achievement ng provincial government kasama ang lahat ng chief ng opisina at hospital,” said Asis during the Pangasinan in Action Talakayan sa Kapitolyo on November 5 at the Urduja House’s Ceremonial Hall.

The RA 11032 otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 is an amendment of the RA 9485 or the Anti-Red Tape Act of 2007. The law further promotes regulatory management practices and the delivery of a systematic process in enterprises and offices.

The Authority mandates the offices, agencies and establishments to follow the 3-7-20 scheme wherein simple services should be completed within three days, complex services which requires further review should be accomplished within seven days, and highly technical services should be completed within 20 days.

Asis said that the offices in the provincial government are in the process of printing their respective citizen charters.

The Provincial HRMDO is also keen on providing quality service to the public as well as its employees. The Province of Pangasinan follows four core processes in human resources, namely: recruitment, selection and placement, learning and development, performance management, and employee recognition.

“Ang human resource ay nag-coconduct na rin ng in-house trainings to develop the competencies of our employees. After the learning and development, titignan naming kung nag-improve ang performance kasi quality service ang target natin. Every February, nagkakaroon ng employees awards and recognition based on the performance of our employees in the accomplishment of their targets,” Asis said.

Currently, there are 5,600 employees of the Provincial Government of Pangasinan including hospital staff and field workers.

Asis also mentioned that seven agencies namely Accounting Office, Office of the Governor, Human Resource Management and Development Office, General Services Office, Provincial Engineering Office, Provincial Planning and Development Office, and Management Information Services Office are ISO 9001:2015 certified. The Provincial Health Office along with the Eastern Pangasinan District Hospital and Pangasinan Provincial Hospitals also have ISO certification.
