INVITATION to BID

The Province of Pangasinan, through its Bids and Awards Committee (BAC), invites suppliers/manufacturers/distributors/contractors to bid for the project/s described hereunder:

for the Contract         :     P 697,000.00

Bidding is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty (60%) of the interest belongs to citizens of the Philippines, and to citizen/organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens pursuant to RA 5183 and subject to Commonwealth Act 138.

The bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act 9184 otherwise known as the “Government Procurement Reform Act”.

All particulars relative to the Eligibility Statement and Screening, Bid Security, Performance Security, pre-Bidding Conference/s, Evaluating of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (as amended).

The bidders shall drop their duly accomplished eligibility requirements, technical and financial proposals in two separate sealed envelopes at the abovementioned address. All bids must be accompanied by a bid security in any of the acceptable forms. Late Bids shall not be accepted.

Bid Documents can be availed at the BAC Office, 2/F Malong Building, Capitol Compound, Lingayen, Pangasinan upon payment to the Provincial Treasurer’s Office the amount of P1,000.00 Accreditation Fee for new bidders, and a non-refundable amount indicated below not later than the submission of their bids.

The Province of Pangasinan assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation for their bids. Moreover, the Province of Pangasinan reserves the right to reject any or all bid proposals, or declare a failure of bidding, or not award the contract, and makes no assurance that contract shall be entered into as a result of this invitation without thereby incurring any liability in accordance with RA 9184 and its Implementing Rules and Regulations.
