BOLINAO TOURISM ESTATE AND RETIREMENT VILLAGE

The proposal for the development of the Bolinao Tourism Estate and Retirement Village is based on the following substantive considerations:

    1. The coastal resources of Bolinao are conducive for a major tourism and retirement community development. Bolinao is bordered by 53 kilometers of coastline consisting of fine to medium coarse golden sand beach which rival the quality and experience of any similar coastal area and in the Philippines.
    2. Bolinao is concentrated with touristic attractions. It is surrounded by coral beds. In fact the coralline resources of Lingayen Gulf are mainly concentrated on the western section so that these are located fringing the northwest coast of Bolinao. Within Bolinao also are several other non-coastal attractions such as a museum, cockpit arena, a lighthouse, 17th-century church, a number of handicraft shops and also nearby sand dunes.
    3. Bolinao’s 2 ˝ kilometer, fine to medium coarse golden sand Dendro Beach, which is located south of the Piedra Point Lighthouse, besides being of a quality comparable and competitive to some of the best beaches in the country, offers a landscape represent a true tropical paradise.
    4. Dendro Beach, being protected by coral beds is ideal for coastal-marine sports and recreational activities because its waters are generally calm and serene, and, therefore, conducive for these and a variety of other marine activities.
    5. The availability of the land as site for the mega-resort and the presence of abundant freshwater supply from a nearby stream and ground wells.

 

u PROJECT DESCRIPTION :

The project hopes to establish an up-market Retirement Village to cater to growing "grey-market" overseas. An estate of 3 independent but supportive modules will be developed in a 150 hectare government lot. The modules with cost estimates are as follows:

u MODE OF FINANCING : Private Sector Investment

u CONCEPTS FOR DEVELOPMENT:

The project involves the participation of foreign retirees in its development. Major source of funds for the project’s development will come from the investments of foreign retirees. The retirees are the core of financiers for the mega-resort complex.

A foreign retiree who will bring in at least US$50,000 for entitlement to a Special Resident’s Visa will invest said fund in the Bolinao tourism complex. For said investment, he is allowed to lease a 250 square meter lot over a period of 25 years or throughout his lifetime whichever comes first and own a 150 square meter housing unit built thereon according to his choice of pre-set designs and standards. Moreover, for such investment, the retiree will enjoy the use of the facilities of the Emergency Medical Clinic and other facilities of the tourism complex at discounted rates, except for facilities of the Sports Center for which he can only get concessions if he buys non-proprietary (usufruct) membership shares at a rate of US$5,000 per member and to Filipinos at a discounted rate of US$2,500 per member. The membership allocation is minimally 500 for foreigners and 500 for the Filipinos.

With the above fund generation, the financial packaging of the Bolinao Tourism Complex in the amount of PhP 716.38 Million can successfully be made.
