2nd District representative Board Member Von Mark Mendoza has filed a resolution to the Sangguniang Panlalawigan directing the Committee on children, women, senior citizens, family affairs and social welfare to conduct an inquiry in aid of legislation on the alleged irregularities on the selection of the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in the province of Pangasinan.
This developed after Mendoza received reports that the beneficiaries selected for the 4Ps program are not qualified prompting him to file the resolution under Provincial Resolution No. 1402-2012 seeking for the immediate conduct of an inquiry to arrest the issue as soon as possible.
Mendoza said that he received reports from a president of a farmers’ association and a barangay official that a supposed list of beneficiaries receiving the conditional cash transfer (CCT) involves wives of barangay kagawads.
Another information was that there are senior citizens receiving CCT but they have children or relatives working abroad while there are senior citizens not included in the list who really don’t have any means of livelihood, Mendoza said.
Based on initial inquiry, Mendoza learned from Provincial Social Welfare Development Officer Emilio Samson that the province is not in any way involved in the distribution and implementation of the 4Ps program.
Samson said that PSWDO was never consulted or involved in the identification, validation, distribution and implementation of the program.
In line with this, Mendoza said he intends to recommend to the Department of Social Welfare and Development the implementation of a uniform listing by the province to ensure that beneficiaries deserve the assistance.
The committee on the other hand will conduct an investigation to find out the irregularities so that it can recommend to SP a policy that can be adopted in aid of legislation and require officials from DSWD and PSWDO in a question hour regarding the issue. (PIO/Angeline D. Villanueva)
