The provincial government of Pangasinan has gained another milestone in governance as Human Resources Management and Development Office (HRMDO) Chief Administrative Officer Janette C. Asis was named Outstanding Human Resources Management (HRM) Practitioner in Region 1
The award received by Asis in recognition of her exemplary performance in providing quality human resource services in pursuit of the goals and objectives of the provincial government was given by the Philippine Civil Service Commission (PCSC) along with the observance 112th PCSC anniversary.
“Before, the HR was just a mere office for the processing of frontline services and employee benefits, but since the Espino administration started in 2007, we created many innovations,” Asis said as she noted that the innovative programs on employee development have gained headways for the province to win the award this year.
She further said that in the past five years since Governor Amado T. Espino assumed his office, the HRMDO accommodated various innovations for the betterment of Personnel Management Information Services, Training and Employee Development, Organizational Development and Employee Relations.
Asis shared that the viability and sustainability of the services and programs offered by the HRMDO went into a gradual process: from the planning stage (2007-2008), implementation stage (2009-2010), the pilot testing along with the monitoring and evaluation stage (2011) until the full implementation stage (2012).
Among the innovations integrated in the HRMDO for Employee Development Programs include: Team Building, Values Development, Public Services and Effective Client Relations, Comprehensive Civil Service Review, Orientation Seminars, Skills Enhancement and Job Rotation.
Meanwhile, Employee Relations Programs such as Fellowship and Grievance Machinery System which seek to uphold good relations and resolve conflicts are created to promote understanding among members of the provincial government.
Employee Wellness Programs like Sports Fest and Welfare and Wellness Programs were also incorporated to keep provincial employees fit and healthy.
Assisting the provincial executives in the management and administration of human resource programs on all personnel matters in accordance with Civil Service policies, rules and regulations, the HRMDO has also included Organization Development Programs such as: Performance Management System – Office Performance Evaluation System, Anti-Red Tape (ARTA): Citizen’s Charter, Feedback Mechanism System and 5s of Good Housekeeping.
A team from the Civil Service Commission Region 1 evaluated the viability and efficiency of the services offered and programs implemented by the HRMDO for the provincial employees on September 10.
